Mike could you remind me where vr1 is?
This is a very common problem with Poly-800's both MK1 and MK2.
Start with a spray can of deoxit to see if you can fix a noisy potentiometer.
After that, in my opinion, the best way to stop this is to slightly adjust VR1 so that the +5V rail is a close to +5V as possible but no messages come out of MIDI with the joystick in the center position (and bend slider at maximum). Make sure that the +5V voltage does NOT go over +5 volts and make sure that you set the voltage to as close to +5 volts as possible.

does anyone know why my mk2 sends large amounts of midi data all the time. if i put the joystick in the full dco position it stops.

We do have a document about the joystick electronics section.
It doesn't cover the particular problem that you have (one sided joystick operation) but with the existing document, plus some discussion here, we should be able to nail down a troubleshooting procedure.

I had a look at it on the inside but don't know much about it.
The joystick only seems to work when held downwards. If i move it up or left to right there is no effect.
I didn't notice any file in this group about the subject. not sure that i want to remove the pots on the joystick/the slide pot to test them but i guess i will if i have to.
...advice? anyone... buler...
