Like you, I've got a pc-1600x, so NRPNs are fine by me, but I can see how it might be flexible to have important stuff, (at least filter cut off, freq, resonance) accessible by CC. But I think that could be reserved as a 'final touch'. The various velocity routings you were talking about sound a lot more important.
