It's getting 2.707v with the power off (I assume there's a capacitor on that as well, I had it on and turned it off, and dropped from 3.XX+v to 2.7v and stayed there).  At the battery 'islands' it reads 3.03v.
 
Are there any silly things that I could have done wrong in the process elsewhere?

24-pin chip, one of the wide ones, IIRC it's a 6116 but I could be
wrong. It should be near the CPU and EPROM.
