This sounds like the power supply regulation is out of adjustment. A
really good tech who has fixed several poly's said every one of them
needed the voltage adjusted to the proper spec in the power section.
Old capacitors and components will cause this circuit to drift. Then
the CPU can't initialize the unit. The symptoms were very similar to
yours.
