That behavior definitely sounds bad, it's not a matter of re-initializing
things. The keyboard would still be functional even if memory were lost.
I'm sure you've checked all the socketed IC's are seated, and the cable
connections plugged in, checked for obvious signs of damage (stains from
a spilled drink?) etc.
Are the LEDs getting power? You could try working back from there...
