Yep. Just search your favorite music retailer for "arpeggiator" - there
are plenty of standalone hardware arpeggiators. I was just tracking an
Oberheim Cyclone arpeggiator on ebay - went for $100. There's an Akai one
up now for $20 - ends in 5 hours.

There are also many sequencers for palmtops. Here's one:
