The 401 has a +/- voltage out jack between the Vext input and the trigger out on the lower left of the panel.
 
It requires a TRS plug to bring otu the voltages and ground.
 
As far as the Envelope follower goes. I have the EF-1 circuit module and documentation. It requires +/-15V. It looks like the one on eBay is the circuit module mounted into a Radio Shack hobby box that's been painted up really well. I used the same box for the Syntar power supply.
 
If EML made those, it makes sense that they made them so that you could string boxes of modules together by daisy-chaining the power.
 
The trim pot on the board is for setting the gate trigger hysteresis. The guy probably didn't need to replace it.

To my best recalections, the none of the EML synths had any sort of DC power output jacks. Would have been nice though.

I have to assume you are referring to the board level experimenter products that EML produced. I have a couple of the sample & Holds that I use in my SteamSynth, but beyond that, I don't know much.

I'll make a strong assumption however... You'll need to decide how you want to power your (rare) Envelope Follower board. I would NOT modify your EML synth just to bring out the required voltages.

I would strongly suggest a small external power supply, then simply connect the grounds of the two units.
