if there are good bolts in one of your other pads remove one of those and try it in the pad with no bolt present.a small amount of grease on the bolt will help avoid future damage.

then is the bolt works either take that to a store  [or the whole pad]. i'm pretty sure these bolts were also used in the simmons rack as well so if you see a rack clamp for sale on eBay , that may suit.

don't lever up the rubber !!...the 'nut' part of the clamp is only accessible from below.
removing the shells [the coloured underside] is a bit fiddly and there are catching clips which tend to snap off..these are half way along each flat edge.
If you do need to remove the shell..try putting your finger or a drumstick into the hole where the tom arm fits...and press down on the shell..if you can get this side up a little and wedge a small screwdriver in place to stoip it simply popping back , i then usually place a very small screwdriver gently down each flat side , halfway along...don't press hard or you'll snap off the clip...when you feel the driver hit home try to gently lever the shell away from the black framework...you will then see the tom are clamp.
