| Years ago I worked at a facility that did their panel engraving in house. They used Testor's Model Enamel and a small brush to fill in the engraving and kept a paper towel handy for when they spilled a bit on the front surface. I tried it on a similar project of my own and it didn't take much practice to become very adept at filling in the letters cleanly.
