I have used silver loaded epoxy to glue TO220 type packages to tinned copper areas of PCBs. It is plenty strong (after it is cured), but parts can be removed by heating them with a heat gun, and the epoxy can be cleaned off with isopropyl alcohol (oops, don't want to stir up that discussion again :-) and a wood toothpick.

Use just a tiny amount of epoxy. A 1/16 inch long strip of part A and part B is enough to stick down about 3 packages. Use a thin layer of epoxy - just enough to fill in the gaps between the two surfaces.
