Subject: looking for some help in designing a PCB

Good day all! I was wondering if anyone here has much experience with
PCB design and layouts? And may be willing to help me or at least
guide me in the right direction?

I am looking for some help in designing a layout for a personal
[not for sale, home use only]Colloidal Silver generator. Which,
through a current flowing through a .9999 pure Silver anode and
a .9999 pure Silver cathode while both are dipped in a high quality
Distilled Water, disperses silver ions into the water. The amount of
silver in the water is measure by parts per million (PPM).

In a nut shell, what I am wanting it to achieve is 1)recieve/display
a signal in mA and in PPM prior to starting 2)push button start which
also starts stirrer (agitator) and lights a red LED 3)switch polarity
of the electrodes every 60 seconds 4)reaches set point value for PPM
5) auto off which also stops stirrer (agitator) and switches off
original red LED and lights green LED. I was tinking about using
about 9 volts AC as the power source.
