I don't have a specific location/number but most municipalities in
the US have some sort of a transfer station or other solid waste
facillity where you can take hazardous household chemicals. Also, in
our area (King County, Wa), there are frequent events (once every
couple of months) where you can dispose of this kind of stuff for
free.

I just let my spent etchant sit in an open container and evaporate.
Then i take the solid residue to one of the above places along with
paint, oil, ...
