WinQCAD is a schematic and board layout program that offers a free
version for boards up to 2.3" square (60mm ? )

AND, it has a CNC feature in which you can create your isolation
traces for etching without the need for a third part program.

Outputs Gerbers and the 500 pin liscense is about $125.00 US
