I don't don't if these are all around the country, or just in the
Pacific Northwest (we're sort of recylcing revolutionaries over
here).

But we have IMEX which is the Industrial Materials Exchange.

It is basically a group of people and industrial plants that trade
materials. Let's say company X uses a process where their waste is

barrels of Carbon Fiber dust... and company Y uses carbon fiber
dust to make their thing.. IMEX is how these companies find each
other.. Company X doesn't have to pay for disposal, and company Y
gets cheap supplies.

I use it to get Ammonium Persulfate crystals for etching of brass.
