I recently had Oshpark make a double sided plated through board with
ground pours top and bottom.
When the board came back, it did not have the ground pours.
I think I know what happened. The board file had the ground pour, but
this particular instance had not had the ratsnest command run
recently. The pour polygons were there, but not filled in.
I don't think Oshpark's visualization has a view without the solder
mask, so it won't be obvious when you look at the board preview.
So the rule seems to be to make sure you ratsnest the board before you
upload the file, and do this with all layers showing.
