DON't Center punch. That's what's delaminating the copperthat's becoming the pad. Normally you have a small "hole" etched inthe copper at the center of the pad to guide the drill. You can forget aboutdrilling by hand with a crappy drill with excessive run out as well. You'rejust asking for trouble.
