Rob,
The last real development I have seen was by Volkan a few years back.  It's on my list of projects but currently no time to work on it.  The project has gotten less important since the availability of commercial PCB's from China have become so available and cost effective.  It's had to justify the cost of materials, time and effort any more.

Raster scanning with a UV laser is the way to go for imaging a sensitized board.  It does take some time to do the raster so if your are making more than one or two boards a photo tool would be better suited for the job.  The companion project would be a drum type laser photo plotter to make the photo tools, also on my list.
