As I posted earlier, faced with almost exactly the same situation, the solution was to circulate air through the etch bath and suspending 10 ga copper wire it it until it was totally consumed.  After several days, 4-6) this yielded perfect etchant.

Sounds like a plan. It looks like it can be produced by heating copper
in a blowtorch flame, though getting enough to produce a reasonable
amount of CuCl might take a while (a long while).

I'm toying with the idea of dissolving copper into a small amount of
~36.2% HCl + ~35% H2O2 (to the point of saturation) then adding that to
the etch bath... though once again the question is how much that would
really help.
