We were asked to move this discussion to homebrew_PCBs so I have done so.
You are right about the agitation of the ferric chloride but there is more to the story. The root cause of my problem was inadequate exposure time. Once fixed, I got a clean etch in 5 to 7. I ran 4 samples using the same chemicals and varied the temperature of the etch plus orientation of the board in the acidminutes with a constant rocking of the tub (face up versus face down on floats). I found 110F was a little faster than 75F. My best finding was to put a light source under the translucent acid tub so it is easy to monitor progress without removing the board.
