I think that most packages should be able to do this. Pulsonix, which I use,
has an option when generating Gerber files to 'step and repeat'.
Even if the software does not do step and repeat as such, you can copy/paste
to create multiple copies of a board.
However, most PCB suppliers prefer to do this themselves
