He appears to be a lecturer at Yarmouk university, I think, in Jordan.
Maybe Jordan doesn't recognise international copyright law or the
copyright act of 1976 (Not sure which country this act is passed in).
The international nature of the internet poses all sorts of interesting
problems when something may be legal in one country and illegal in another
yet accessible to all.
