For actually making the Printed Circuit Board (PCB), I would suggest reading previous posts in this group. It might help us help you if we know more about your background, what you do know about electronics in general, and what you are trying to accomplish.

The entire workflow goes something like this:

1. Decide what features the circuit is to provide (lights, buttons, processor, power supply, amplifiers, etc.)
2. Choose components to implement those features
3. Use software (KiCAD or Eagle or DesignSpark or any other package you like) to design schematic.
4. Use software to design printed circuit board
5. Apply etch-resistant coating to PCB blank where copper is to remain
6. Etch (Ferric Chloride, Ammonium Persulphate, Hydrogen Peroxide/Hydrochloric Acid) blank to remove unwanted copper
7. Solder components to board
8. Test and do it again
