I think it depends on the shipping method. I've sent hardware to a number
of countries with no problems whatsoever, using the normal ol' postal
service. UPS charges an arm and a leg to ship overseas. They bump orders
by something like $30US simply to process the customs paperwork. (If
you've never filled out customs paperwork, it's about the size of an index
card with maybe 10 lines to fill out at the most. If I could make $30 for
every one I filled out, I'd be tempted to change jobs.)
