been soaking for a good hour now ..
even tried warm water and soap ..
true .. I dont have much to lose by trying ..

Using acetone or alcohol could remove your toner. Have you thought about
just etching it with the gloss layer still on there? It may come off during
etch. The bond between the toner and the copper should be much stronger
than the gloss to the copper. You don't have much to loose. How long did
you soak it for?
