I don't know about "best", but there's a Brother laser for sale at Best Buy for $100, with Ethernet and WiFi. It's well-reviewed, but the graphics capabilities are supposedly lacking. I take that to mean gray-scale. As long as it can print nice thick lines, I figure it should be good enough for Eagle. :-) I'm thinking about picking one up so that I can start making my own boards.
