This is one way I do it
To make a Gerber file.
THIS IS FOR 2 SIDED BOARDS ONLY.
Goto File-Cam Processor or use the CAM button
In the CAM processor goto File-Open-Board and open the board file.
Then goto File-Open-Job and double click on Gerb274x.cam.
Click on each job tab and make sure the mirror option is not selected, if it is unselect them.
Click on Process Job
Then goto the Eagle control panel and expand CAM Jobs
Double click on Excellon
File-Open-Board and open the board file.
Make sure mirror is not checked, the only layers that should be selected are 44 and 45.
Make sure Output Device is EXCELLON
2 files will be created, a .drd and a .dri, the .dri file is not needed.
I Hope this helps

I checked out Phoenix. seems pretty good. I am using eagle cad. Could anyone tell me how to make the files to send them? This is all new to me.
