It stands for "Fire Resistant grade 4", or something like that
and it is the common name for the fibreglass board in high-
quality copper-clad printed circuit board.

It's the green (usually) stuff that is very strong but tough to
cut, blunts HSSteel drills quickly and makes nasty dust.

I guess that's probably all you need to know, but if you want
technical detail you now have enough info to Google it.
