I have good luck with Alcohol and steel wool.
I squirt some 90+ alcohol on the board and then scrub with the fine
steel wool. It removes the toner and polishes the board nicely at the
same time. the alcohol is just enough to soften the toner and provides
some lubrication so the copper doesn't get scuffed baddly. When the
toner is removed, a wipe with an alcohol soaked paper towel cleans it
all up. It's messy but not much messier than the acetone is. (works if
your out of stronger chemicals anyways ... always lots of alcohol on hand)
