I just used a Foredom foot controller with an old Dremel and a
newer MultiPro. Both are very choppy and only work when the footpeddle
is all the way down. Add the lightbulb and you get smooth full range.
Turn the Dremel to halfspeed and you get a slower range. The lightbulb
develops the voltage the Triac in the footswitch needs to operate
correctly. A resistor would also work across the Dremel. I used a
Christmas type lightbulb in a candelabra replacement socket. You might
have a reostate type foot peddle which uses Nichrome wire to drop the
voltage. You got lucky!
