There are a few things you could try:

1: Get two sheets of copier paper and sandwich a sheet of photo paper
between them. Heat with an iron for a minute or two on highest setting. If the
copier paper gets firmly stuck to the photo paper, then it's one of the newer
plastic-based papers unsuitable for toner transfer.

2: HP Everyday Photo Paper is rumoured to be the replacement for the old
"HP Photo Paper" (C1847A). The current HP Photo Paper is a 220gsm plastic-base
paper that is utterly useless for toner transfer. You could try buying a pack
of the Everyday paper to try.

3: Print the layout onto copier paper. Then cut a piece of photo paper to
the size of the layout, with about an inch of overhang. Use a laser printer
label to stick it down on the leading edge of the photo paper (the side that
the printer feeds on). This should give the printer a better grip on the
rougher copier paper, which should help it through the mechanism. It's also
cheaper because you're using less photo paper. You do tend to run through a
fair few laser labels though, but you can also cut the address labels in half
or thirds and use them like that. Probably not a good idea in the long run though.
