It is possible to run a combined web interface and email list using
phpBB. It isn't done very often because many bulletin boards are
advertising sponsored and the email interface won't show the adverts.
You can even link it with a Yahoo group to provide a much more pleasant
web interface to the group. However this takes a bit of fiddling around
to get it working correctly. I use it to run a support group for my CAM
software.
