Copper side just reflecting that wavelength huh.

Maybe needs an orange laser with a wavelength
that will be absorbed.

Alternativly you could make the copper unshinny.
Maybe a thick layer black toner on the copper.
Possibly use toner transfer paper to put on a
negative PCB image and then the laser will
burn off the copper underneath the black.
