You can find unclad pcb material on Ebay.Look up copper clad pcb material.I have some unclad listed at around .02 cents per sq.in. and that includes shipping.

board, including fiberglass epoxy (GP03 and FRP).
Whether their prices are reasonable is a matter of opinion.
I.E. 12" by 12" by 1/16" GP03 runs about $3.54 each, plus shipping.
