Hi Dennis,
To change the size of the pad in EAGLE.
Click on EDIT - CHANGE - DIAMETER.
Select the size you want then click on the pad itself.
That will do it.
note: If you want to change the hole size do the same
execept swap DRILL dor Diameter.
