I find 160C to be the minimum, with a layer of cardboard you will want
more like 180C.
(That is with my slow moving fuser).
Power of mine must be like 1kW or so judging by the dimming of the lights
;-), but it's only on very short time so it's way too much.
I'm not entirely convinced a laminator can tack both sides so they don't
move any more with a single pass, through the cardboard.
But you can make doublesided with an iron if you can make single-sided.
Worst case you might want a second iron mounted upside down if you are
going to make many, to tack it more quickly both sides.
