It's not a bug, just a fact of life when you have fast envelopes. I'm actually surprised the DW's envelopes are fast enough for you to notice it.
What you are hearing is the jump from 0 voltage to wherever the waveform is started, which often has the transient harmonics of the leading edge of a square wave. You may also be hearing some noise from the filter "popping" open.
This is a common newbie complaint on the Waldorf synthesizer list (they use complex digital waveforms). Just add time to your attack/decay envelope to make it go away.
Some synth manufacturers "fixed" this by building in this extra attack time, but most others leave this for you to decide as the sound-designer.
Some analog filter chips (Curtis) are slow enough that you'd never notice. -pc
