The description in the manual is indeed vague. Check page 10 and the
diagram on the top of page 11 for some info.

The Inner waveforms were probably provided to serve as more pronounced
carrier waveforms in the FM algorithms. If you check the manual on page
61 it implies the Innr waves are effective when used with Pulse Width.
PW settings determines the number of harmonics in the waveforms so that
would in turn be effected by whatever Modulator was applied to the
Carrier (VCO1) in the FM algorithms.
Unfortunately my knowledge of FM starts to get shaky around this point
so I won't pretend to understand much more than the above. There's
probably some good FM resources out there to research and better
understand this. Synthzone probably has some URLs...
