It only matters if you are triggering a second MIDI device, read on...
Cubase can 'fool' my synth to 'override' local=off

Actually, it's working as designed. No 'fooling' about it. When you
set Local=Off on the AN1x you are disabling the transmission of MIDI
Note Events to the internal Sound Engine of your AN1x. However, the
information is still transmitted from the MIDI Out of your AN1x to
Cubase via the MIDI In of your MIDI Interface. Cubase then reroutes the
data to the MIDI Channel of your choice - in this case it simply routes
the information received (or recorded) back to the MIDI Out of your MIDI
Interface (on Channel 1 as you described) where it is received by the
AN1x therefore triggering the internal synth engine.
Do you have a second MIDI synth or sampler connected, i.e., daisy
chained off your AN1x? If so, then you would simply select that device
and MIDI Channel (in the case of a multi-timbral device) in Cubase for
it to receive the data on that channel/track. In this example, if you
were to turn Local=On while recording the part into Cubase, you would
hear both the AN1x and the 2nd synth/sampler simultaneously. Make sense?
Must be the architecture of my sound card that let's

What sound card are you using, btw? Yamaha?
