Clinton, I had the same issue on 4 of the encoders when I bought my AN1X.  My number 4 would only work when pressed down and even then the value was all over the place.

You don't need to replace anything if you have a soldering iron.  Simply re-solder your 6 encoder and that should fix it.  I don't know why but the encoders lose proper contact to the board over time.  While you're in there, do it to all the encoders.  That's what I did and it now works good as new.  I hope this helps.

Well the clean up didn't work. So I'm looking for someone to sell me their scrapped AN1X or the following part numbers NX818750 which has PN 2/5 printed in it, and NX818760 which has PN 3/5 printed on it. NX818760 is the board with the issue, but I figure while its in pieces I might as well just change both. Any assistance would be greatly appreciated.

If the clean up doesn't work, send me the part number I'll try Yamaha Canada again and see if they happen to have one left. If they do, I'll have them send it to me and then mail it to you.
