    on CN1 you should read <br>
    Pin1<->Pin2 -15V DC<br>
    Pin1<->Pin3 +15V DC<br>
    Pin4<->Pin5 +5V DC<br>
    (it looks like you didn't get the numbering of the pins right).<br>

    Measuring the transformer should read something like<br>
    Red<->Red ~9V AC<br>
    Yellow<->Black ~17V AC<br>
    Black<->Yellow ~17V AC<br>
    This AC measurement should be done with the Transformer connected to
    the regulator board.<br>
