A 7808 and a 7908 should solve that for you (the TLC272 can run up to<br>
16V supply).  Single-supply means the inputs and outputs can go down<br>
to the -Ve rail.<br>
Scale the input voltage to +/-5V, and back up again on the output, and<br>
you're good to go.<br>
