<p>I use KiCad. I just put any large cut outs, circular or
otherwise, on the edge cuts layer. I've had no issues with any of
the board houses I used.<br>

the edge cuts layer. Didn't have any problems with it.... Then
it's up to them to figure out how to cut it.
