Actually, the described scenario is where I would have expected LLMs to 
likely produce good results. Two available, very comprehensive set of 
rules, and then transforming from one to the other.
Not many more levels above that, except to understand the relatively 
straightforward goal of the user. At least if the two architectures are 
reasonably close in what they can do, instruction wise, w.r.t. the 
subset used by the code to be translated.
Here, one does not expect of the "AI" to have a grand, actual 
understanding of things which it does not have.
