Are there real RoHS-compliant photo resistors, or do they have some kind of exception?

Subject: [sdiy] Doepfer's new vactrols?
I was looking at the Doepfer quad slew module and noticed something odd, it doesn't have any VCAs and very few parts. It does have a giant black box that looks a lot like a regulator but it isn't, could it be a quad vactrol? I don't see any markings and the same unit appears on the Source of Uncertainty module in place of it's vactrol. Has anyone seen these or could they be custom jobs?
