Yes, I believe it operates properly when I feed it an external input. 
That is, when I put my scope into X-Y mode and increase the "external input" volume I see the trace progress from a path about a single potential well to an orbit about two potential wells.

I got Timo Rozendal's PCB/panel and built the Double Well Chaos module.  While linked pages give the schematic for the chaotic double integrator core circuit, I have not been able to find a full schematic.  In particular, there is a pot labelled "Internal Frequency" which isn't in the schematic of the core circuit, and which function I haven't been able to determine.  
Anybody have the full schematic for this one?  Or know what the "Internal Frequency" control is for?  The OG design has to be driven by an external oscillator.  Does this one include an internal LFO normalized to the external input or something?  If so, mine does not appear to be oscillating.
