In fact there I have a row of 4 x TO220 packages alligned on a shared heatsink.

The broken (arcing) thermo pad to replace is a one piece that sits underneath
the four TO220’s… Around 60mm x 20mm.

 

After browsing following your nice comments I finally bought this :

Is the part in question available in TO-220 Full-PAK, i.e. a fully insulated case?

I sillicon made type that does not need any compound would do best.

No mica/compound stuff.

I searched on Digikey and they have a lot available but nothing stated
about their voltage breakdown..

 

Any idea ?
