[sdiy] Uses for Chinese Tube Preamps?

It looks like they are supplied with 12V. Would that be internally pumped
up to the typical voltages required by tubes? Or is it a starved plate
design (still requiring more than 12V). Or are they tubes only there for
decoration? :).
