Why not skip voltage control AND clocks, and just use data converters 
and memory? Which reminds me, in the late 90's I did exactly that - 
pitch shifter using different speeds of sound recording and playback. Of 
course it glitched, because you can't stretch time forever, but 
depending on the sound and pitch change rate, it was really cool 
sometimes. I think the buffer was 16k samples or less.
When I find the time I'll dig out the old W98 computer from basement and 
connect that audio board to record some demos.
