As of his last post on MW in July 2023, Bernie's concerns over copyright seem to have waned and he was interested in taking the files he had and getting them organized into an ebook for distribution with no changes to the structure. I agree an outright purchase would make the most sense, barring a licensing agreement where Bernie gets a majority share.
If anyone wants to make an attempt to work with Bernie, please keep me in mind - I work in publishing and have a strong knowledge of print and EBOOK production, distribution, digital rights management, and copyright/royalties. IMO this doesn't really even need to be a book at this point - online courseware platforms or various other tools would accommodate robust indexing, various devices to access the collection, and options for permanent or temporary access. There are a lot of possibilities that would take the labor out of his hands and could get him paid fairly without undermining the sales.

Getting it into print-on-demand book form is also basically a solved
problem. I've some experience preparing books for PoD myself; I used
Lulu, but there are other such systems too, and someone serious about it
would shop around for the best package.
But discussing the technical issues of scanning and book printing is all
for nothing without the permission of the copyright holder, and I think
the only realistic way that could happen would be if whoever wanted to do
the publishing, were to buy the copyright outright. I don't think there's
any realistic prospect for a joint venture or royalty arrangement.
