[sdiy] SMPTE Time Code Reader—Need Generator

The SMPTE code generators mentioned by Brian and Michael read LTC code, 
which is written on a linear audio tape track. Does this one read LTC or 
does it read VTC (which is written in the black line between two images 
of a video tape)?
